In 2002, the South Broad Redevelopment Group (SBRG) asked the Chattanooga City Council to commission the Chattanooga-Hamilton County Regional Planning Agency and the Planning & Design Studio to prepare a plan for their area.

The South Broad area is comprised of residential neighborhoods, industry and commercial properties, and serves as an important gateway and travel corridor from Interstate 24, St. Elmo, Alton Park and the Lookout Mountain area into Downtown Chattanooga.

Recognize the South Broad area as an important gateway to the downtown.
South Broad has ties to Lookout Mountain, Alton Park and St. Elmo. Its future should include development that creates a very desirable place to live, work and play.

Improve the visual quality of South Broad as an important gateway.
The corridor must be maintained as a visually pleasant, yet efficient, street with enhancements to include lighting, crosswalks, greening, tree plantings, medians, reduced curb cuts, and transit stops. Utilities and signage concerns must be addressed to help build the area as a scenic resource.

Establish a "Town Center" that fosters economic development.
This will promote development of South Broad as a destination instead of a high speed travel corridor. This town center should be a place that encourages tourism, increases retail, continues job opportunities, convenient services and overall economic growth.
